Acting President: Marge Ginsburg

Marge Ginsburg was appointed to Acting President in July 2016. Marge was formerly the Vice President and Program Manager. Prior to joining TDC, Marge served in various consulting and executive positions over a more than 25 year career with IBM. Additionally, Marge was a partner at Nova Optima, a NYC-based IT Consulting firm that served financial services, educational and non-profit organizations. She also serves as CIO of the Brotherhood Synagogue in NYC. Marge has a Bachelor of Science in Computer Science from Northeastern University and an MBA from the Executive Program at the NYU Stern School of Business.


Treasurer & Operations Manager: Brendan Hancock

Brendan Hancock was appointed Treasurer in July 2016. Prior to joining TDC, Brendan played a strategic role in creating a business-solutions department for Microsoft and helped found the Microsoft Store operational services model. Brendan also specialized in implementing Dynamics CRM solutions in multiple verticals including retail, wholesale and IT service providers. From June 2014 – July 2016 Brendan collaborated on some of NYC most complex IT implementation projects including IDNYC, PK4A, Citywide Procurement Innovation. Brendan has a Bachelor of Arts in Liberal Arts from The New School.


Secretary and General Counsel: Ruth Markovitz

Ruth Markovitz is TDC's Secretary and General Counsel. Ms. Markovitz was formerly at the Mayor's Office where she was the Deputy Administrative Justice Coordinator, at the N.Y.C. 2010 Charter Revision Commission where she served as Deputy Executive Director, and at Nassau County where she was the Deputy Chief County Attorney until 2010.  She has also served in the Legal Counsel Division of the N.Y.C. Law Department and as Deputy General Counsel at the Department of Mental Health.  Ms. Markovitz has taught Sociology at Queens College,  the State University of NY (Stony Brook),  the University of California (Berkeley) and Montclair State University. Ms. Markovitz holds a Masters in Sociology from the University of California (Berkeley) and a Juris Doctor from the Columbia University School of Law.


Deputy Treasurer: Robert L. Balducci , CPA

Robert L. Balducci has a diverse accounting and auditing career working in banking, retail, medical, and government industries.  He has been employed by the New York City Municipal Water Finance Authority in the Accounting Unit since December 2008 and currently serves as Deputy Comptroller.  Prior to joining the Water Authority, he spent the last 14 years working for the New York City Comptroller’s Office where he most recently served as a Division Chief of Quality Assurance. He received his Bachelor of Business Administration from the Bernard M. Baruch College, City University of New York and is a Certified Public Accountant currently licensed to practice in the state of New York.
