Acting President: Marge Ginsburg

Marge Ginsburg was appointed to Acting President in July 2016. Marge was formerly the Vice President and Program Manager. Prior to joining TDC, Marge served in various consulting and executive positions over a more than 25 year career with IBM. Additionally, Marge was a partner at Nova Optima, a NYC-based IT Consulting firm that served financial services, educational and non-profit organizations. She also serves as CIO of the Brotherhood Synagogue in NYC. Marge has a Bachelor of Science in Computer Science from Northeastern University and an MBA from the Executive Program at the NYU Stern School of Business.


Vice President: Denise Raymond

Denise Raymond was appointed Vice President of TDC in June 2017. She is the Director of Quality Oversight and Audit for the Department of Information Technology and Telecommunications (DoITT) for the City of New York. Denise has been with DoITT since 2009, working on a broad range of risk, compliance and audit matters. Before beginning City service, Denise worked for over 20 years in financial services, managing financial operations and technology and compliance programs. She also served as a senior manager in financial services and in the federal government, managing large customer service oriented teams. Denise has a Bachelor of Arts degree in History from Stony Brook University and a Master’s in Business Administration (Finance) from the NYU Stern School of Business.


Secretary and General Counsel: Jennifer Lupo

Jennifer Lupo is TDC's Secretary and General Counsel. Mrs. Lupo has been a practicing lawyer for nearly 20 years. She has acted as inside and outside general counsel for several companies domestically and internationally. Her legal career began as an intern in her father’s criminal and civil rights law firm in Brooklyn, New York, and continued in many capacities in the legal field including the Suffolk County District Court: Traffic Division, the Kings County Public Administrators Office, The Suffolk County District Attorney’s Office, and as an attorney in law firms and corporate legal departments. Jennifer Master of Science degree in Political Science from State University of New York at Stony Brook and a law degree from Touro Law Center.


Treasurer: Michael Pastor

Michael Pastor was appointed Treasurer of TDC in June 2017. Pastor is the General Counsel of the Department of Information Technology and Telecommunications, where he oversees the department’s Legal, Audit, and Franchise Divisions and advises the Commissioner and agency staff on all legal matters. Before joining DoITT, he served as Senior Counsel at the New York City Law Department in the Appeals Division and the Legal Counsel Division. He also served as the First Deputy Criminal Justice Coordinator in the Office of the Mayor of the City of New York. Before beginning City service, he practiced as a corporate litigator at Morrison & Foerster LLP and served as a Law Clerk to the Honorable Alexander Williams in the U.S. District of Maryland. He is also an Adjunct Assistant Professor of Law at Brooklyn Law School and member of the Hispanic National Bar Association. Pastor has a Bachelor of Arts degree from Yale University and a Juris Doctorate from the New York University School of Law.
